HDR portrait?

How do i go about trying to re-create this effect? is it just a HDR portrait? Looks so cool

Yeah, from the looks of it, it sure is an HDR image. You can check my HDR How To Guide I have written in my site if you want to learn more about HDR photography.

Actually I don't think that is a HDR photo. This looks more like the effect you get from an old photoshop plugin called LucisArt. I don't think that image is very well edited and looks like a bad copy of Dave Hill's photos.
