Looking for reliable VPS hosting:

10GB HDD
100GB mon bandwidth
256mb guaranteed ram
guaranteed cpu
HyperVM/LxAdmin
100% uptime.
Under $15 a month.

Can anyone make a recommendation?

I couldn't honestly recommend anybody reliable for under $15, the cheapest company I have worked with in the sense of reliability and value for money are FutureHosting - http://www.futurehosting.com/

Other than that, I couldn't say.

It all depends on what you are after? If you are looking for a VPS without a control panel such as cPanel or Plesk then you are guaranteed to get one cheaper - if you want to discuss this matter, drop me a pm and I'll give you a hand!

If you can increase your budget to $20, you can have something pretty decent, such as the starting plan of Linode or Slicehost, both of which are VPS companies well received by the audience. I wrote a simple initial review of both of them, quite trivial though. I've been happy with both of them.

Rackspace Cloud Servers, on the other hand, starts at just $10 per month, but you have to pay for the transfer GB by GB. If 25GB monthly transfer (they bill $0.22 per GB for outgoing traffic) is good enough for you, you can go with RCS at about $15 per month. I used to be with them and later switched to Linode. Here are some reviews or Rackspace cloud to get you better informed.
