How to create this sort of light effect?

How to create this sort of effect? (image attached) or

I mean other than 100s of photoshop layers? I know this can be done manually but I know there was a photoshop plug-in that did something similar but I can't remember it's name... or there could be something else out there... any help will be much appreciated. Thanks!

PS: I refer only to the background... not the text.
